Amends 70 O.S. 2001, Section 1210.508 to modify the Oklahoma School Testing Program administration and requirements.

Allows the State Board of Education to set testing windows for criterion-referenced tests in grades 3-8, with tests administered no earlier than April 10 each year, with results reported back to districts in a timely manner.

Grants individual school districts authority to set the timing for end-of-instruction tests (rather than the State Board) to be administered as near as possible to the end of each course.

Requires testing vendor to report results directly to the Office of Accountability at the same time results are reported to the State Board.

Bill becomes effective July 1, 2009, with an emergency clause making it effective immediately upon passage and approval.
