Creates the Accountability, Innovation and Privatization Act to conduct performance audits, review tax incentives, evaluate privatization of state assets, and investigate waste, fraud, abuse, and corruption in state government

Establishes the Office of Accountability, Innovation and Privatization within the Legislative Service Bureau, headed by a Director appointed by the Joint Committee on Accountability, Innovation and Privatization for a four-year term

Renames the Legislative Oversight Committee on State Budget Performance to the Joint Committee on Accountability, Innovation and Privatization and expands it from six to ten members with new partisan balance requirements

Requires the Joint Committee to publish annual lists of state agencies for performance audits and tax preferences for review, with performance audits assessing agency efficiency, effectiveness, authorization scope, and structural improvements

Becomes effective July 1, 2009
