Authorizes the State Board of Education to set duties and compensation for State Department of Education employees not otherwise prescribed by law.

Establishes budgetary limitations for the State Department of Education for fiscal year ending June 30, 2010, with zero full-time-equivalent employee additions and $0.00 for lease-purchase agreements.

Exempts budgetary limitations from applying to expenditures for capital and special projects authorized under Section 3603 of Title 74 of the Oklahoma Statutes.

Effective date of September 1, 2009.
