Creates the Children's Cabinet as a new statutory entity composed of 15 state officials including the Lieutenant Governor (chair), department directors, and one appointed representative from a child advocacy organization (vice-chair).

Directs the Cabinet to develop coordinated state policies on children's health and welfare, with mandatory strategic plan due by July 1, 2010, addressing major issues facing youth under age 21 and recommending policies for long-term improvements.

Establishes Youth Advisory Alliance composed of youth ages 14-21, with one member selected per legislative district to serve 2-year terms, meeting at least twice yearly to advise Cabinet on youth issues.

Requires Cabinet to meet at least four times annually with staff support provided by the Office of Planning and Coordination in the Oklahoma Commission on Children and Youth.

Effective July 1, 2009, with emergency clause allowing immediate implementation upon passage and approval.
