Amends 70 O.S. 2001, Section 15-106.1 to modify the definition of "equipment" for school district bond issuance purposes under the Oklahoma Constitution.

Expands the definition of equipment to include electronic media content, perpetual or continuous district software license agreements, and web-based software subscriptions with terms of 1-5 years.

Allows school districts to issue bonds for equipment purchases up to 10% of taxable property valuation with maturity not exceeding 5 years, or longer if the bond maturity does not exceed the effective life of the equipment.

Adds associated hardware, software, implementation, and training costs as eligible equipment purchases covered under bond issuance authority.
