• Mandates segregated accounting of impact fee funds by category and service area, with annual reporting and requires refunds if fees are not encumbered within five years or if service capacity becomes available.

• Provides developers with administrative appeal rights and allows payment under protest without forfeiting refund eligibility; allows water and sewer authorities to charge connection fees consistent with this act's procedures.

• Takes effect November 1, 2009.
