Amends 17 O.S. 2001, Section 151 to add a new subsection defining electricity transmission entities as public utilities subject to Corporation Commission jurisdiction if they meet Federal Power Act Section 201 criteria and are regulated by the Federal Energy Regulatory Commission.

Excludes cities, towns, political subdivisions, the Grand River Dam Authority, the Oklahoma Municipal Power Authority, and other state-law-exempted entities from the new electricity transmission facility definition.

Amends 17 O.S. 2001, Section 152 to clarify that generation and transmission associations or cooperative associations are not subject to general Commission supervision.

Declares an emergency effective upon passage and approval.
