Amends the Electronic and Information Technology Accessibility Advisory Council membership, which continues until July 1, 2010, to study and make recommendations on accessibility of publicly produced electronic and information technology for disabled individuals.

Increases House and Senate legislative representatives on the Council from one member each to two members each, appointed by the Speaker of the House and President Pro Tempore of the Senate respectively.

Removes the chair positions of the House Science and Technology Committee and Senate Aerospace and Technology Committee from Council membership, streamlining the legislative representation.

Restructures the Council to include representatives from key state agencies, technology vendors, disability advocates, and four individuals with disabilities (blind/visually impaired, deaf/hard of hearing, mobility disability, and cognitive disability).

Declares an emergency, making the act effective immediately upon passage and approval.
