Appropriates funds to the Oklahoma Department of Emergency Management for fiscal year ending June 30, 2010, to perform duties imposed by law.

Requires the department to budget all funds in specified categories (Administration and Operations) with outcome-based performance measures for each category.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements, with the Director's salary capped at a blank amount to be filled in.

Grants the Director authority to set duties and compensation of employees not otherwise prescribed by law.

Becomes effective September 1, 2009.
