Amends Oklahoma's Open Records Act (51 O.S. 2001, Section 24A.5) to require blocking of social security numbers and driver license numbers from documents made available for public inspection through online access.

Maintains existing exemptions from the Open Records Act including attorney-client privilege, work product immunity, informer identity protection, closed meeting records, and driver privacy protection information.

Requires reasonable fees for record copying not to exceed $0.25 per page for standard documents or $1.00 per page for certified copies, with public bodies authorized to charge higher reasonable fees only for commercial requests or those causing excessive disruption.

Designates public body officials to be responsible for releasing records during regular business hours and requires public bodies to maintain reasonable procedures protecting record integrity and organizational functions.

Becomes effective November 1, 2009.
