Recognizes Joe Paul Hemphill's extensive contributions as an educator who taught at Monroe School, served as Principal of Howe High School from 1990-1994, and was Superintendent at Monroe and Howe Schools.

Honors his 20-year tenure at Carl Albert State College where he served as Dean, Athletic Director, Vice President for Student Affairs, and Vice President for Academic Affairs; Hemphill Hall on campus was named in his honor.

Acknowledges his community service including 22 years as Poteau City Councilman, 37 years with Poteau Chamber of Commerce (serving as President), 20 years with Poteau Rotary Club, and leadership roles with KEDDO and KI BOIS Community Action Foundation.

Notes his recognition as 1984 Poteau Man of the Year, 1987 Paul Harris Fellow Award recipient, and 1992 inductee into the Oklahoma Girls Basketball Coaches Association Hall of Fame.

Directs distribution of the resolution to his surviving family members: wife Wilma, daughter Suanna Rust, and sons Joe, Rodney, and Roger Hemphill; Hemphill died December 21, 2009, at age 83.
