Celebrates the life and legacy of Pastor Billy Joe Daugherty, recognizing him as a dedicated family man, gifted leader, and spokesman for the gospel.

Acknowledges his founding of Victory Christian Center (now with over 17,000 members), Victory Christian School (serving over 1,700 students), Tulsa Dream Center, and Victory Bible Institute (with over 900 campuses in 93 countries).

Notes his television program "Victory in Jesus" reached more than 100 million households in North America through satellite and internet distribution, and that he authored more than a dozen inspirational books.

Commends his extraordinary legacy of ministry and service locally in Tulsa and globally for bettering lives around the world.

Directs distribution of the resolution to his widow Sharon Daugherty, his four children (Ruthie Sanders, Sarah Wehrli, Paul, and John Daugherty), and his mother Iru Daugherty.
