Celebrates the life and legacy of Pastor Billy Joe Daugherty, born April 23, 1952, who graduated from Oral Roberts University with a bachelor's degree in Christian Education and Doctor of Theology.

Acknowledges Pastor Daugherty's founding of Victory Christian Center in 1980 (now with over 17,000 members), Victory Christian School (serving over 1,700 students), the Tulsa Dream Center, and Victory Bible Institute (with over 900 campuses in 93 countries).

Recognizes his television program "Victory in Jesus" which reached more than 100 million households in North America with satellite and internet distribution worldwide, and his authorship of more than a dozen inspirational books.

Notes that Pastor Daugherty was assaulted during an altar call in 2005, forgave his assailant, and authored the book "Knocked Down But Not Out" about the incident.

Directs distribution of the resolution to his widow Sharon Daugherty (current Senior Pastor of Victory Christian Center), daughters Ruthie Sanders and Sarah Wehrli, sons Paul and John Daugherty, and mother Iru Daugherty; passed by both chambers on April 13, 2010.
