Proposes amendment to Section 23 of Article X of the Oklahoma Constitution to increase the maximum percentage of surplus funds placed in the Constitutional Reserve Fund from 10% to 15% of the preceding fiscal year's General Revenue Fund certification.

Removes obsolete language referencing July 1, 1985 as the beginning date for surplus fund deposits into the Constitutional Reserve Fund.

Allows surplus revenue to accumulate to a higher threshold before restrictions on state spending are triggered, providing greater fiscal flexibility during economic downturns.

Requires Secretary of State to refer the proposed amendment to voters for approval or rejection through a statewide election with specific ballot language included.

Directs the President Pro Tempore of the Senate to file copies of the resolution with the Secretary of State and Attorney General immediately after passage.
