Proposes amending Section 23 of Article X of the Oklahoma Constitution to increase the maximum percentage of surplus funds placed in the Constitutional Reserve Fund from 10% to 15% of the General Revenue Fund certification for the preceding fiscal year.

Removes obsolete language referencing July 1, 1985 implementation date while maintaining the substance of how surplus funds are allocated to the Constitutional Reserve Fund.

Changes the constitutional language regarding gubernatorial discretion to issue deficiency certificates, replacing "may in his" with "shall have" discretion to issue such certificates up to $500,000 annually.

Directs the Secretary of State to refer this constitutional amendment to voters for approval or rejection in the form specified by the ballot title provided in the resolution.

Requires the President Pro Tempore of the Senate to file the resolution with the Secretary of State and Attorney General immediately following passage.
