Proposes amendment to Section 23 of Article X of the Oklahoma Constitution to increase the maximum percentage of surplus funds placed in the Constitutional Reserve Fund from 10% to 15% of the preceding fiscal year's General Revenue Fund certification.

Removes obsolete language referencing "Beginning July 1, 1985" from the constitutional provision regarding surplus fund allocation.

Maintains existing provisions that allow the Constitutional Reserve Fund to be used for specific purposes: revenue shortfalls, emergency appropriations, and manufacturing incentive programs (when balance exceeds $80 million).

Requires the Secretary of State to refer the proposed amendment to Oklahoma voters for approval or rejection through a statewide election.

Directs the President Pro Tempore of the Senate to file the resolution and ballot title with the Secretary of State and Attorney General immediately upon passage.
