Proposes constitutional amendment requiring Oklahoma Legislature to meet in regular session only in odd-numbered years beginning the first Monday in February and ending the last Friday in May.

Modifies Section 21 of Article 5 to state that members of Legislature can only receive compensation in years when a regular legislative session is held.

Creates Board on Legislative Compensation composed of nine appointed members and two ex officio nonvoting members to review and adjust legislator compensation every two years.

Requires Secretary of State to refer both proposed amendments to voters for approval through a ballot measure asking voters to support or oppose the legislative session and compensation changes.

Directs President Pro Tempore of Senate to file copies of resolution with Secretary of State and Attorney General after passage.
