Proposes amendments to 8 sections of the Oklahoma Constitution to limit board members' terms to six years with a maximum of two consecutive full terms, effective after January 1, 2011.

Applies term limits to boards governing: the Oklahoma A&M College Board of Regents, University of Oklahoma Board of Regents, Oklahoma State Regents for Higher Education, Board of Regents of Oklahoma Colleges, Tobacco Settlement Endowment Trust Fund Board of Directors, Public Welfare Commission, Wildlife Conservation Commission, and Alcoholic Beverage Laws Enforcement Commission.

Grandfathers all members serving on January 1, 2011, allowing them to complete their current terms before new limits apply.

Authorizes the Legislature to enact laws further regulating and limiting terms of service for board members.

Requires the Secretary of State to submit the constitutional amendments to voters for approval with a specific ballot title describing the changes.
