Proposes amendment to Section 23, Article X of Oklahoma Constitution to modify budget reduction procedures when state revenues fall short of appropriations.

Establishes that proportional appropriation reductions would NOT apply to common education, senior citizens' food and nutrition services, or the Oklahoma Highway Patrol.

Requires Secretary of State to submit the proposed constitutional amendment to voters for approval through ballot election with specified ballot title and language.

Maintains existing balanced budget requirements and certification procedures by State Board of Equalization while creating carve-outs for three specific program areas from across-the-board spending cuts.
