Proposes amending Section 10 of Article VI of the Oklahoma Constitution to grant the Pardon and Parole Board authority to grant parole for all offenses except capital crimes, life sentences without parole, and violent offenses.

Changes parole authority from advisory recommendations to the Governor to direct parole-granting power by majority vote of the Board for eligible offenses.

Provides that a full and complete pardon by the Governor restores all lost, diminished, or suspended civil rights to the person, except where civil rights were lost for other unpardoned offenses.

Requires the Governor to communicate all reprieves, commutations, pardons, and paroles to the Legislature each regular session with details including the person's name, crime, conviction date and location, and clemency date.

Requires the Pardon and Parole Board to report annually to the Legislature on all paroles granted, including names of parolees, crimes, conviction dates and locations, and parole dates.
