OK SJR59

Directs the Secretary of State to refer a proposed constitutional amendment to Oklahoma voters that adds Section 37 to Article II of the Oklahoma Constitution.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system.

Allows persons and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept direct payments without penalties or fines.

Permits the purchase and sale of health insurance in private health care systems, subject to reasonable rules that do not substantially limit options.

Establishes that the amendment does not affect required services, permitted services under law, workers' compensation, or laws in effect as of January 1, 2010.
