• Proposes amendment to Section 33 of Article V of the Oklahoma Constitution to extend revenue bill requirements to bills that increase or establish state fees.

• Requires bills that increase an existing fee or establish a new fee to either be approved by voters at a general election or receive approval from three-fourths of both the House and Senate.

• Bills approved under the supermajority threshold cannot be emergency measures and become effective 90 days after legislative and gubernatorial approval.

• Directs Secretary of State to refer the proposed constitutional amendment to voters for approval or rejection at the next general election.
