Amends Section 4 of Article 28 of the Oklahoma Constitution to permit food markets in cities with populations exceeding 300,000 to sell wine and beer alongside other merchandise.

Defines "food market" as a grocery establishment where food sales constitute at least 80% of gross sales, including incidental sales of household, floral, pet, clothing, and personal care products.

Maintains existing restrictions on package liquor stores, which must remain separated by walls from other retail operations and cannot sell additional merchandise.

Exempts wineries and food markets from the exclusive separation and merchandise restrictions that apply to traditional package liquor stores.

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection and requires filing with the Secretary of State and Attorney General.
