Proposes amendment to Section 53 of Article V of Oklahoma Constitution to allow state contracts to limit vendor liability.

Liability limitations cannot be less than the full contract amount.

Requires Legislature to enact laws permitting state entities to implement liability-limiting contracts.

Directs Secretary of State to refer proposed amendment to voters for approval or rejection.

Includes specific ballot title and requires President Pro Tempore of Senate to file resolution with Secretary of State and Attorney General.
