Proposes a new Section 2A to Article I of the Oklahoma Constitution protecting religious freedom and conscience rights.

Prohibits compelling any person to frequent, support, or contribute money for any religious worship, place, ministry, or teacher against their will.

Guarantees freedom to profess and argue religious opinions without suffering restraint, molestation, or burden on body or goods, with such freedoms not affecting civil rights or capacities.

Declares these religious liberty protections are natural rights of mankind and states that any future legislative act repealing or narrowing these protections would constitute an infringement of natural rights.

Directs the Secretary of State to refer the amendment to voters for approval and establishes ballot title and filing procedures with the Secretary of State and Attorney General.
