Proposes a new Section 8 to Article I of the Oklahoma Constitution reserving powers to the State of Oklahoma and its people pursuant to the Tenth Amendment to the U.S. Constitution.

Reserves to Oklahoma and its people all powers not delegated to the United States by the Constitution and not prohibited to the states.

Directs the Secretary of State to refer the proposed amendment to voters for approval or rejection through a ballot measure.

Specifies the ballot title format and language for voters, asking "SHALL THE PROPOSAL BE APPROVED?" with yes/no voting options.

Requires the President Pro Tempore of the Senate to file one copy of the resolution with the Secretary of State and one copy with the Attorney General immediately after passage.
