Recognizes the contributions of educator Joe Paul Hemphill, who taught in Oklahoma schools and held leadership positions at Carl Albert State College for 20 years.

Notes Hemphill's extensive service to his community including roles as Poteau city councilman for 22 years, chamber of commerce member and president, Rotary Club member, and various board positions.

Acknowledges his educational achievements, including degrees from Monroe School and Southeastern Oklahoma State University, and alumni awards from both institutions.

Mourns the loss of Hemphill, who died December 21, 2009, at age 83, describing him as an outstanding educator who influenced countless students.

Directs distribution of the resolution to Hemphill's surviving family members: wife Wilma, daughter Suanna Rust, and sons Joe, Rodney, and Roger Hemphill.
