Recognizes Sibert's selection as a first-round NBA draft choice by the Kansas City-Omaha Kings in 1972.

Acknowledges Sibert's business accomplishments as founder and Chief Executive Officer of the S. L. Sibert Company, an African American-owned utility and construction company with over 250 employees operating across multiple states.

Congratulates Sibert on his induction as the twenty-sixth inductee into the Eastern Oklahoma State College Alumni Hall of Fame in November 2009.

Directs distribution of the resolution to Samuel L. Sibert and the Eastern Oklahoma State College Alumni Hall of Fame.
