Amends 26 O.S. 2001, Section 1-104 to allow recognized political parties to permit Independent voters to vote in their Primary Elections and Runoff Primary Elections.

Requires the state chairman of a political party to notify the Secretary of the State Election Board between November 1-30 of odd-numbered years whether the party permits Independent voters to participate, with notification extending eligibility for two calendar years.

Allows political parties to permit registered voters from other parties and Independents to vote in Primary Elections or Runoff Primary Elections only when that party has two or more nominees for office and no other political party has a nominee for the same office.

Prohibits registered voters from voting in Primary Elections or Runoff Primary Elections of more than one political party in the same election cycle.

Becomes effective November 1, 2011.
