Re-creates the Oklahoma State Athletic Commission until July 1, 2015, under the Oklahoma Sunset Law, with nine members appointed by the Governor with Senate confirmation.

Commission members must reside in Oklahoma and include: two members with professional boxing experience, one with professional wrestling experience, one with sports medicine experience, one with cable television industry experience, and four public lay members.

Commission members serve three-year terms expiring June 30, with terms filled within 60 days of vacancy; members may be removed by the Governor for incompetence, neglect of duty, corruption, or malfeasance.

Members must elect a chair and vice-chair annually, meet at least quarterly, comply with Open Meeting Act, Open Records Act, and Administrative Procedures Act, and be bonded as required by law.

Members serve without compensation but receive reimbursement for expenses under the State Travel Reimbursement Act; no member or their relatives within the third degree may have financial interest in professional boxing promotions while serving.
