Amends 74 O.S. 2001, Section 3903 to modify the sunset date for certain Oklahoma statutory entities from July 1, 2008 to July 1, 2012.

Terminates the following entities on July 1, 2012, with all powers and duties abolished one year later: Oklahoma State Committee of Plumbing Examiners, Waterworks and Wastewater Works Advisory Council, State Board of Examiners of Certified Shorthand Reporters, Oklahoma Emergency Response Systems Development Advisory Council, and Oklahoma Educational Television Authority.

Removes Special Agency Account Board and Advisory Council on Alcohol and Drug Abuse from the list of entities subject to termination.

Adds two new entities to the sunset list: State Board of Examiners of Perfusionists and Public Employees Relations Board.
