Amends 26 O.S. 2001, Section 1-104 to allow registered voters of any affiliation to participate in primary elections under specific circumstances.

Permits all eligible registered voters to vote in a primary or runoff primary election when a recognized political party has two or more nominees for an office, no other party has a nominee, and no Independent candidate is running.

Allows recognized political parties to permit Independent voters to participate in their primaries by notifying the Secretary of the State Election Board between November 1-30 of odd-numbered years.

State party chairmen must notify the election board of party's intent to allow Independent voters by December 15, and such permission remains in effect for two calendar years.

Effective date: November 1, 2011.
