Amends 62 O.S. 2001, Section 310.8 to increase the threshold for blanket purchase orders related to county equipment repairs from $2,500 to $5,000.

Allows municipalities, counties, and school districts to issue blanket purchase orders for recurring purchases of goods or services with a maximum authorized amount specified in the order and approved by the governing board.

Permits the maximum authorized amount of a blanket purchase order to be increased to cover unforeseen expenses, with a written explanation required to be attached prior to payment.

Requires blanket purchase orders to be prepared, filed, and encumbered according to law; no written requisition needed, but vendor invoices must be approved by purchasing officers before payment.

Becomes effective November 1, 2011.
