Changes school board election dates from the second Tuesday in February to November in odd-numbered years and the first Tuesday after the first Monday in November in even-numbered years.

Modifies candidacy filing dates from the first Monday in December through the following Wednesday to the first Monday in August through the following Wednesday.

Adjusts runoff election timing from the first Tuesday in April to the second Tuesday in February of the next year.

Updates board member term provisions to allow members elected prior to July 1, 2011 whose terms were shortened due to election date changes to complete their terms or be replaced by appointed at-large members.

Declares an emergency effective date of July 1, 2011 for the legislation.
