Modifies 26 O.S. 2001, Section 1-108 to reduce the signature requirement for forming a recognized political party from five percent (5%) of total votes cast in the last General Election to a minimum of 22,500 registered voters.

Requires notice of intent to form a recognized political party be filed with the Secretary of the State Election Board at any time except between March 1 and November 15 of even-numbered years.

Allows petitions to be circulated for a maximum of one year after notice is filed, but petitions must be filed no later than May 1 of an even-numbered year and cannot be circulated between May 1 and November 15 of even-numbered years.

Requires the State Election Board to determine petition sufficiency within 30 days; upon validation of sufficient signatures, the party becomes recognized with all associated rights and obligations.

Becomes effective November 1, 2011.
