Allows Oklahoma legal residents to purchase lifetime fishing, hunting, or combination hunting and fishing licenses at specified fees ($200-$750 for general residents; $15-$25 for seniors 65+; $25-$200 for disabled veterans)

Exempts lifetime license holders from requirements to purchase additional stamps and permits, including the Oklahoma Wildlife Land Stamp, trout fishing licenses, waterfowl hunting stamps, mussel harvest licenses, migratory bird permits, and rattlesnake permits

Maintains duplicate license replacement fee of $10 and allows installment payments over three years for residents under 18 years old

Eliminates the $25 Lifetime Oklahoma Wildlife Land Stamp requirement for lifetime license purchases once related bond obligations are fully retired

Becomes effective January 1, 2012
