Amends 47 O.S. 2001, Section 14-120.1 regarding oversize loads and escort vehicle requirements for motor vehicles with an outside width exceeding 12 feet operating on Oklahoma highways.

Modifies escort vehicle regulations by requiring vehicles wider than 12 feet to be accompanied by escort vehicles prescribed by the Department of Public Safety.

Permits non-certified individuals to tow a trailer (maximum 8.5 feet wide, 20 feet long, 4 feet siding height) when escorting a manufactured home, limited to transporting supplies and equipment necessary for escort operations.

Authorizes the Commissioner of Public Safety to promulgate certification rules for escort vehicle operators and enter into reciprocal agreements with other states to recognize their escort certifications.

Declares an emergency, making the act effective immediately upon passage and approval.
