Creates a new felony offense for willfully delaying or obstructing law enforcement officers or emergency personnel by using any animal, fowl, reptile, or insect to interfere with, restrict, or prevent their access to a dwelling, structure, building, or vehicle where a criminal offense is being committed or attempted.

Penalties include imprisonment for up to 5 years in the custody of the Department of Corrections, a fine of up to $5,000, or both.

The new law would be codified as Section 540D of Title 21 of the Oklahoma Statutes.

Effective date: November 1, 2011.
