• Authorizes separate appropriations for concurrent enrollment programs under Section 628.13 of Title 70, Administrative Offices operations, and the Office of Accountability.

• Authorizes expenditure of funds from the Oklahoma Education Lottery Trust Fund for construction, renovations, repairs, or other authorized purposes.

• Establishes budget procedures allowing funds to be budgeted for either fiscal year 2012 or 2013, with encumbrance deadlines of June 30 and expenditure deadlines of November 15 in each respective year; unused funds lapse to proper fund.
