Appropriates funds from the General Revenue Fund and Special Cash Fund to the Physician Manpower Training Commission for fiscal year ending June 30, 2012

Requires the Commission to budget funds across six categories: Administration, Community Match Rural Scholarship Incentive Program, Nursing Program, MD/FP Residency Programs, Osteopathic Internship and Residency Program, and State Loan Repayment Program

Mandates development of outcome-based performance measures for each budget category

Sets budgetary limitations on full-time-equivalent employees and establishes that the Executive Director's salary shall not exceed a specified amount

Allows appropriations to be budgeted for either FY-12 or FY-13, with funds encumbered through June 30 of the respective fiscal year and expended by November 15 following
