Appropriates funds from the General Revenue Fund to the Oklahoma Commission for Teacher Preparation for fiscal year ending June 30, 2012, for performance of duties imposed by law.

Requires the Commission to budget all funds in the category "Preparation and Professional Development of Teachers and Administrators" and to develop outcome-based performance measures for each budget category.

Establishes that the Executive Director's salary shall not exceed a specified amount per annum and limits full-time-equivalent employees to 0.0 for fiscal year 2012.

Permits appropriations to be budgeted for either FY-12 or FY-13 but not both; FY-12 funds must be expended by November 15, 2012, and FY-13 funds by November 15, 2013, or they lapse.

Becomes effective September 1, 2011.
