Appropriates funds to the Office of State Finance from the General Revenue Fund for fiscal year ending June 30, 2012, for duties imposed by law.

Appropriated funds may be budgeted for either FY-12 or FY-13, but not both simultaneously; FY-12 funds must be encumbered by June 30, 2012 and expended by November 15, 2012.

FY-13 funds may be encumbered through June 30, 2013 and must be expended by November 15, 2013; any remaining funds lapse to the proper fund.

Allows FY-12 funds not needed for obligations to be rebudgeted for FY-13 after submitting an approved budget work program revision to the Office of State Finance.

Effective date: September 1, 2011.
