Appropriates funds to the Office of the Lieutenant Governor from the General Revenue Fund for fiscal year ending June 30, 2012, to perform duties imposed by law.

Allows appropriations to be budgeted for fiscal year 2012 or 2013, with FY-12 funds encumbered only through June 30, 2012 and expended by November 15, 2012.

Requires unspent FY-12 funds not budgeted for FY-13 to lapse to the proper fund after November 15, 2012, and unspent FY-13 funds to lapse after November 15, 2013.

Prohibits simultaneous budgeting of funds in both fiscal years and requires budget work program revision approval from the Office of State Finance to move FY-12 funds to FY-13.

Takes effect September 1, 2011.
