Appropriates funds to the Office of the Secretary of State from the General Revenue Fund for fiscal year ending June 30, 2012, to perform duties imposed by law.

Allows appropriations to be budgeted for either FY-12 (ending June 30, 2012) or FY-13 (ending June 30, 2013), but not both simultaneously.

Requires FY-12 funds to be encumbered by June 30, 2012, and expended by November 15, 2012; requires FY-13 funds to be encumbered by June 30, 2013, and expended by November 15, 2013.

Permits FY-12 funds not needed for obligations to be rebudgeted for FY-13 after submitting an approved budget work program revision to the Office of State Finance.

Takes effect September 1, 2011.
