Appropriates funds to the Oklahoma Health Care Authority from the General Revenue Fund and Tobacco Settlement Fund for fiscal year ending June 30, 2012.

Authorizes the Oklahoma Health Care Authority to transfer funds from the American Recovery and Reinvestment Act Fund to the CMIA Programs Disbursing Fund as needed.

Establishes budgeting requirements across eight categories (Operations, Medicaid Payments, Medicaid Contracted Services, Premium Assistance Program, Rehabilitation Services, OSA Non-Title-XIX Medical, Grants Management, and Non-Title-XIX Medical) with specific budgetary limitations on full-time-equivalent employees and lease-purchase agreements.

Allows the Authority Administrator to request exemptions from expenditure and budgetary limitations for unanticipated federal funds awarded after July 1, 2011, subject to approval by the Director of State Finance and oversight by legislative committees.

Appropriations and authorized transfers are exempt from fiscal year limitations and available for 30 months from the effective date of September 1, 2011.
