Sets budgetary limitations including full-time-equivalent employees at 0.0 and lease-purchase agreements at $0.00, with exemption for unanticipated federal funds.

Requires funds appropriated for FY-12 to be expended by November 15, 2012, with unspent amounts lapsing; allows rebudgeting to FY-13 after Office of State Finance approval.

Becomes effective September 1, 2011.
