Appropriates funds to the Office of Juvenile Affairs from the General Revenue Fund for fiscal year ending June 30, 2012, with amounts to be determined by the Legislature.

Requires the Office of Juvenile Affairs to budget funds in specified categories including Administration, Santa Claus, OJJDP, JAIBG, Residential Services, Nonresidential Services, and Community Youth Services Agencies.

Authorizes one additional attorney FTE position for the Office of Juvenile Affairs, in addition to the General Counsel position, with the Director's salary capped at an amount to be specified.

Allows the Director to request exemptions from expenditure and budgetary limitations for unanticipated federal funds, subject to approval by the Director of the Office of State Finance.

Permits appropriations to be budgeted for either FY-12 or FY-13, with encumbrance deadlines of June 30 for each respective year and expenditure deadlines of November 15, with unspent funds lapsing to the proper fund.
