Establishes budgetary limitations on full-time-equivalent employees at 0.0 for the fiscal year ending June 30, 2012.

Sets lapse dates for appropriated funds: funds budgeted for FY-12 must be expended by November 15, 2012; funds budgeted for FY-13 must be expended by November 15, 2013; any remaining funds lapse to the proper fund.

Becomes effective September 1, 2011.
