Makes an appropriation to the Oklahoma Horse Racing Commission from the General Revenue Fund for fiscal year ending June 30, 2012, with funds to be budgeted in categories for General Operations, Race Day Expenses, Law Enforcement, and Oklahoma Bred Program.

Establishes Director salary cap and authorizes the Director to set duties and compensation for other employees as needed.

Sets budgetary limitations on full-time-equivalent employees and lease-purchase agreements for the Commission.

Requires funds appropriated for FY-12 to be encumbered by June 30, 2012, and expended by November 15, 2012; allows unspent funds to be rebudgeted for FY-13 after proper procedures.

Effective date is September 1, 2011.
