Appropriates funds to the Department of Corrections for fiscal year ending June 30, 2012, with specific allocation categories including General Operations, Central Office Operations, Regional Office Operations, Medical Services, Prison Operations, Contracted Services, Community Corrections, Community Sentencing, Offender Programs, and Prison Industries.

Director of the Department of Corrections salary shall not exceed a specified amount (to be determined) per annum, payable monthly for fiscal year ending June 30, 2012.

Authorizes the Department of Corrections to enter into written agreements with state agencies to use prison inmates for construction projects, subject to security restrictions and conditions, with liability, funding, pay, public security, and transportation terms specified in advance.

Establishes fund budgeting and expenditure rules allowing appropriations to be budgeted for either FY-12 or FY-13, with funds budgeted for FY-12 required to be expended by November 15, 2012, and remaining funds lapsing unless rebudgeted for FY-13.

Act becomes effective September 1, 2011.
